If Your Excellency had expressed that opinion at the time I should have had no difficul -ty in satisfying Your Excellency that it did not contravene that regulation. It was written with a definite object in view that of allaying a spirit of distrust which had begun to nake itself felt among the members of the legal profession, owing to what in my opinion was the most unwarrantable behaviour of the then President of the Chariber. That object was achieved, and when the circusmtances under which it was written are before the

Secretary of State, as they might have been before Your Excel- -lency, I have little doubt that he will consider rg action

justified.

The letter under reply leaves me under the impression that Your Excellancy's communication to the Secretary of State contains much adverse comment on myself: certainly on two matters on which my explanations have not been previously

asked. As the preparation of my explanatory memorandum will

necessarily take some little time, I must ber that this letter

be forwarded to the Secretary of State by next ail, and that a

cable be sent informing the Secretary of State that a further

corrunication follows.
